Colbalt blue shorts and black baggy shorts – what should i wear them with?

I have recently bought two pairs of shorts in the sales – both are baggy-ish and end before knee lenght. One of them is a rich colbalt blue colour and the other one is black. What can i wear them with without looking trampy or frumpy?

I have tried teaming the blue shorts with some plain bright colours such as yellow and green but i seem to look like i work with the children at Butlins..

Note: Please comment on shoes and accessories too! I can wear anything from subtle to crazy (but not too crazy)!
Oh and the shorts are not sporty! The black ones and light cotton adn the blue are jean.

Blue shorts: Wear with a fitted black sports tee. Make sure it’s snug but not too tight. If you have nice shoulders and toned arms, you can go for a fitted tank top.

Black shorts: Wear a bright-colored, red or orange, cropped zip-up jacket or (if you’re daring) a sports top showing off your midriff.

Balancing off the bagginess with a fitted top will make it look nice and not frumpy. Do not wear large tee shirts..it will make you look bedraggled and like you just rolled out of bed.

Accessories: A black cap will be nice. No earrings or bright bangles. Low-cut sneakers or trainers will look good, but with ankle socks, not anything more than one inch above the ankle.
